I have received from Sir C. Clementi-Smith & Re-
port on the proceedings of the International Opium
Commission which recently sat at Shanghai.
Sir Cecil has borne testimony to the valuable
assistance which he received throughout the sittings
of the Commission from Sir A. Hosie, and I request you
to convey to that gentleman the appreciation of His
Majesty's Government and their thanks for his ser-
vices on this occasion.
